| I. Ching Dynasty
Nuannuan District, a strategic point of Shangshihting Fort
which is one of the four forts in Taipei Fu in the Ching period,
is one of the early pioneered towns in the northeast Taiwan.
II. Japanese Occupied Era
Taiwan and Penghu were ceded to Japan as a result of the
Ching Empire's defeat in the Sino-Japanese War. By then, Nuannuan
was subordinated to the Keelung Sub-Ting ["ting"
being a large administrative district of the time] of Taipei
County, and altered to the 20th district under the jurisdiction
of Keelung Ting in 1900. In 1920, with the implementation
of the autonomy system in Taiwan, Wutu, Maling, and Nuannuan
were merged into Chidu Farmstead under the jurisdiction of
Keelung Prefecture, Taipei State.
III. The Initiation of District after
the Retrocession
In 1945, Taiwan and Penghu were returned to the mother country
after the surrender of the Japanese. In the meantime, although
the government altered the "farmstead" to "Hsiang,"
and the prefecture to subordinated district, Nuannuan was
still subordinated to Chitu Hsiang, Keelung District, Taipei
County. In Jan. 18, 1947, Chitu Hsiang was officially subsumed
to Keelung City, and seven Lis were separated from Nuannuan
and Patu of Chitu District for establishing Nuannuan District
on Feb. 1, 1949. .
IV. The Development of the Household
Registry Office
In July, 1969, according to "Regulations of the Household
Registry Reformation in Taiwan during the Period of National
Mobilization for the Suppression of the Communist Rebellion,"
the household registry section was abolished and the household
registry office established with the district director served
concurrently as the director of the household registry office,
and the deputy director of the police station as the deputy
director, while the former director of the household registry
section as the secretary of the office.
In July, 1973, with the amendment of "Household Registry
Regulations," the deputy director of the police station
was assigned to serve concurrently as the director of the
household registry office.
In July, 1981, the director of the household registry office
was nominated as the full-time director holding the concurrent
post of the deputy director of the police station under the
supervision of the mayor and Hsiang, Town, or District Director.
In May, 1992, after "The Program of the Division of
Household Registry and Police Affairs" was approved by
Executive Yuan, a section and a division were established
under the Department (Bureau) of Civil Affairs of the province/municipal
government and county/city government, respectively, for processing
household registration business.
V. Population
This district, located in the south of Keelung City, is adjoined
to Juifang Town, Taipei County, in the east; Chitu District
of this city, in the west; Shihfenliao, Pinghsi Hsiang, in
the south; and Jenai District of this city, in the north.
As of Sept., 2004, the number of Li was increased to 13, with
the district covers an area of 22.8283 square kilometers,
and a population of 38,494, including 19,770 male and 18,724
female.
